摘要
新天然气管输价格管理办法与管输定价成本监审办法的出台打破了我国多年的"一线一价"管输定价标准,转而推行"一企一率"综合定价机制,从根本上实现了用户与管输企业对管输成本的平等分摊。云南省作为全国新增用气省份,目前执行的是0.35元/m^3的全省统一管输价,新建输气支线仍然采用的是服务于"一线一价"的项目评价法来评价其建设初期的经济可行性。依照云南省"五网"基础设施建设需要及新天然气管输价格管理办法要求,云南省天然气销售价格改革及配套出台新的管输定价办法已成必然,而以上两个办法的出台为其指明了方向。受"准许成本加合理收益"的管输定价原则影响,云南省新管输定价办法出台后,省内管输企业在管输收益、管输定价及绩效管理等方面将发生显著变化。
The release of the new measures for natural gas pipeline transmission price management and the measures for the pipeline transmission pricing cost management broke the"one price for one line"pipeline transmission pricing standard that has been implemented in China for those years. The new"one rate for one enterprise"comprehensive pricing mechanism basically realized the equal allocation of pipeline transmission cost between users and pipeline transmission enterprises. Yunnan Province, as a new gasconsuming province in China, implements the provincial unified pipeline transmission price at RMB 0.35/m^3. For new gas transmission branch lines, the method used for projects executing"one price for one line"is still used for the evaluation of its economical feasibility in early construction period. Considering demands of"five networks"infrastructure construction in Yunnan Province and the requirements of new measures for natural gas pipeline transmission price management, the reform of natural gas sales price and release of new measures for natural gas pipeline transmission price are inevitable while the release of the two measures above pointed out the direction for it. Under the effects of the pipeline transmission pricing principle of"allowable cost + reasonable profits", natural gas pipeline transmission enterprises in Yunnan Province will have significant changes in pipeline transmission profits, pipeline transmission pricing and performance management after the release of new measures for the natural gas pipeline transmission pricing.
