Reconstruction of Internet and State Governance Analysis Framework:Realistic Return from Citizen-centered to State-centered

互联网对于国家治理的意义不言而喻,围绕研究其关系形成了若干分析框架。基于"去国家化"和"社会化"治理理论,形成了以公民为中心的分析框架,它将互联网视为公民自治平台并赋予其多元共治的目标性价值,以期实现国家治理现代化。但逻辑上的自洽掩盖不了对于本土现实的游离,同时也为解构它提供了可能。本土国家治理的核心命题在确定国家组织核心地位的同时,赋予其以回应性与有效性两个导向,从而为建构以国家为中心的分析框架提供了基础:前者使得互联网必须褪去在公民中心分析框架中的目的性价值而回归到作为数据传输和信息交换工具的工具性价值本质;在控制了其他影响国家治理变量的情况下,这种本质的发展会提升后者即国家治理的回应性和有效性。但同时应当注意到,国家治理的回应性与有效性存在极限。

The significance of the Internet for state governance is self-evident,and there are several analytical frame-works for the study of its relations. Based on "de-nationalization" and "socialization" governance theory,a citizen-cen-tered analytical framework is formed,which regards the Internet as a platform for citizen autonomy and gives its ideo-logical value of pluralism in order to realize modernization of state governance. But self-consistency of logic can't dis-guise the dissociation from local reality,while it also provides possibility for deconstruction of itself. The core proposi-tion of the local state governance,while determining the core position of the state organization,gives it with two direc-tions—responsiveness and effectiveness, thus providing the basis for the construction of a state-centered analyticalframework: the former makes the Internet must fade its ideological value and back to its instrumental value nature ofdata transfer and information exchange tools; in the control of other factors variables affecting state governance,the de-velopment of this nature would enhance the latter-responsiveness and effectiveness of state governance. At the sametime,however,it should be noted that there is a limit to the responsiveness and effectiveness of state governance.
