改善城市公共安全管理对于维护社会和谐、保障群众利益具有重大意义。目前,城市公共安全管理面临着严峻形势,传统的城市公共安全管理存在着体制机制不完善、法律法规体系不健全、政府管理不到位、非政府组织参与程度低、公民参与意识和能力不足等突出问题。在国家治理体系现代化视域下,着力加强顶层设计、完善管理体制、健全法律体系、构建多元协商合作机制和鼓励市场、社会力量广泛参与,对于加强城市公共安全管理具有重要意义。

Improving urban public safety management is of great significance for maintaining social harmony and safeguarding the interests of the masses. At present, the management of city public safety is facing a severe situation,the city public security management exists in the traditional system mechanism is not perfect, the legal system is not perfect, the government is not in place, non-governmental organizations to participate in the low level of citizen participation and lack of capacity problems. In view of the modernization of national governance system, strengthen top-level design, improve the management system, perfecting the legal system, building a multi-market mechanism for consultation and cooperation and encourage broad participation of social forces, is of great significance to improve the management of city public security.
