辽宁自贸区发展面临的问题及解决对策

Problems of Development of Liaoning Free Trade Zone and Countermeasures

2016年8月,国务院决定设立中国(辽宁)自由贸易试验区,这对辽宁乃至东北经济的振兴无疑是一大利好政策。虽然中央下达了总体发展目标,但能否实现还取决于辽宁人是否能抓住机遇。辽宁对外贸易发展水平不高,加工贸易竞争力不强,微观基础相对薄弱。基于以上问题应采取改善营商环境、加强基础设施建设、加强产业引导等一系列措施,助力辽宁乃至东北经济的振兴。

The State Council gave the approval of establishing the China（Liaoning）Free Trade Zone in August 2016.It would undoubtedly be a good policy for Liaoning economy development as well as the northeastern revitalization.Although overall development objectives came down from the State Council,the realization of it will depend on whether the Liaoning people could seize the opportunity.Liaoning foreign trade development level is not high;the processing trade competitiveness is not strong;micro-foundation of the foreign trade is relatively weak.Based on the above issues,a series of countermeasures should be taken to improve the business environment,strengthen the infrastructure construction and the industry guide to help Liaoning and the northeastern economy revitalization.
