基于供应链金融的多方参与委托监管风险防范机制研究

Research on the Risk Prevention Mechanism of Multi-party Entrusted Supervision Based on Supply Chain Finance

供应链金融案例中的委托监管模式存在委托再委托、多方共同参与的特点,并且这种委托再委托的方式会增加监管风险,使整个业务流程的不可控因素增加、不可控程度加深。对多方参与委托监管的风险研究结果表明,多方参与委托监管业务中存在的风险是货物以及参与主体的时点风险、监管链条风险、供应链金融生态系统风险。金融机构应对多方参与委托监管业务存在的风险,可以从合约签署前的评估监测、货物监管中的多方联动、货物交付后的信用延续三个维度全流程把控。

Multi-party Entrustment Supervision is one of special modes of goods supervision in supply chain finance.This thesis analyzes the real reasons about the existence of multi-party entrustment supervision mode. And from the perspective of "point"(a single subject) — "line"(chain) — "face"(system) to analyze the risk of such supervision mode.This thesis explores the risk prevention measures from business development for financial institutions, including the assessment monitoring mechanism before the contract signing,the multi-linkage supervision mechanism in the performance of the contract,the credit continuity mechanism after the completion of contract.
