党的十九大高度重视"三农"问题,为切实解决"三农"问题,提出实施乡村振兴战略。在社会主要矛盾发生转变,国家即将全面建成小康社会的时代背景下,深刻理解乡村振兴战略的实质与内涵,正确处理好经济发展与人的全面发展和乡村全面进步、乡村振兴与城市发展及与深化改革开放、调动农民积极性与加强党的集中统一领导几者之间的关系,必将确保乡村振兴战略的顺利实施,"四化同步"发展,最终实现全面建成小康社会与中华民族的伟大复兴。
