目的为解决信息系统用户身份认证、责任认定及系统数据安全问题,保证电子数据合法性。方法通过分析2016年业务量及实际工作需求,探讨卫生计生综合监督工作中存在的数据安全问题。结果建设北京市朝阳区卫生计生综合监督电子认证系统,解决电子数据安全性、合法性问题。结论数字签名的使用,实现了行政办公管理、卫生计生监督执法、行政处罚工作的电子化管理、数据应用的合法性,为实现无纸化办公与业务工作办理,为数字化档案管理提供安全及完整性保障。

Objective To solve problems like user identity authentication, responsibility identification and system data security of information system, and to ensure the legitimacy of electronic data. Methods By analyzing the traffic volume and actual work demand in 2016, the paper discussed the data security in the comprehensive supervision of health care.Results The construction of health care comprehensive monitoring electronic authentication system of Chaoyang District,Beijing, solved the security and legitimacy of electronic data. Conclusion The use of digital signatures realized the electronic management of the administrative office management, health law enforcement supervision, and administrative punishment, to ensure legitimacy of data application, to achieve paperless office and business work, to provide security and integrity protection for digital archives management.
