摘要 基层是食品监管工作的前沿阵地,是工作的重点和难点。目前市场监管存在如监管依据缺乏、技术支撑水平有限、监管队伍基础薄弱、人员激励机制缺失等一系列亟需解决的问题。提高基层食品安全监管能力是完善食品监管"最后一公里"的关键环节,需完善法律法规及实施细则,强化基层食品检验检测体系建设,提高监管队伍的监管基础,完善激励保障制度,推进智慧监管等。 Grass-roots unit food safety supervision is the key points and special difficulties and it ’s urgent to be solved. At present, there are some problems such as lack of supervision laws and regulations, short of tech-nical support, insufficient supervision team nor personnel incentive mechanism due to various supervision tasks,lack of access to profession and flaws of supervision system. To improve the ability of grass-roots unit food safety supervision is the key to perfect the food supervision "last mile", it’s need to improve laws and regulations,strengthen food inspection and testing system, improve the supervisor professional qualities, perfect incentive sys-tem and promote intelligent supervision.
