Foreign Experience in Governments′ Supporting the Development of Rural Finance and its Enlightenment to China

农村金融是现代农村经济发展的核心。美、日、印、泰等国政府支持农村金融发展的成功经验,为我国解决政府支持问题提供了非常有益的启示。为了实现对农村金融发展的有效支持,我国政府应借鉴国外经验,加快农村金融立法,对涉农金融机构实行差别化监管;吸引民间资本进入农村金融,培育市场竞争机制;加大货币信贷政策支持力度,鼓励金融机构的支农信贷投放;提升农村信用设施现代化水平,优化农村金融生态环境。

Rural finance is the core of the development of modem rural economy. The successful experience in the governments of the United States, Japan, India and Thailand to support of the development of rural finance, provides very useful inspiration to solve the problem of government＂ support for our country. In order to support effectively the development of rural finance, the Chinese government should use the experience of other countries for reference. The government should speed up the pace of the legislation of rural finance so as to implement the differentiated regulation to financial institutions related to agriculture. Private capital should be attracted into the rural financial as to form the mechanism of market competition. The support of monetary and credit policy should be increased to encourage to agriculture credit for financial institutions. The government should also improve the modernization level of rural credit facilities, optimizing the ecological environment of the rural finance.
