2017年底全国碳市场正式启动,将电力行业纳入控排范围,中国进入了全国碳市场的过渡阶段。在碳市场的过渡阶段,全国碳市场的发展遭遇瓶颈,在全国范围内的碳交易规则、碳金融、碳市场奖惩机制、碳市场和碳税、碳市场全国立法与监督管理等方面还存在不足之处。为此,需要统一全国范围内的碳交易运行规则,加强地区间的碳交易流动性;创新碳金融发展模式,丰富碳交易的资金来源,促进碳市场的活跃度;平衡奖罚体系,双向激发减排主体进行减排技术创新;建立全国范围内的碳交易平台,明确平台定位,加速碳市场信息流通;明确碳交易产品属性,促进碳交易和碳税的相辅相成;建立和完善全国范围的碳交易立法,统一碳市场监管标准,依法强化监督和管理。

By the end of 2017, the national carbon market was officially launched, in which power industry was included. After entering the transitional stage of the national carbon market, China has encountered some bottlenecks, with some deficiencies nation-widely in the carbon trading rules, carbon finance, rewards and punishments scheme, carbon markets and carbon taxes, national legislation and supervision. To this end, it is necessary to unify the nationwide rules for carbon trading operation and to strengthen the liquidity of carbon trading among regions; innovate the carbon finance development model, enrich the sources of funds for carbon trading and promote the carbon market activity; balance reward and punishments system to boost emission reduction technology innovation bidirectionally; establish a nationwide emission trading platform and clarify its position to spread carbon market information timely; clarify the attributes of emission trading product and promote emission trading system and carbon tax cooperate with each other complementarily and harmoniously; establish and improve a nationwide emission trade legislation, unify carbon market regulatory standard to strengthen supervision and management.
