摘要
在中国2030年可持续发展议程背景下,以流域上下游共生性、流域可持续发展为切入点,研究珠江流域生态文明建设和扶贫开发问题,重点分析珠江中上游贫困地区生态文明建设成效、生态文明建设对珠三角的意义、珠江中上游的贫困以及脱贫制约等问题。从开展珠江中上游贫困地区生态系统服务价值评估,建立珠江流域跨区经济发展、生态保护合作共赢新机制,探索市场和政策有效结合的流域扶贫开发模式等三个方面提出珠江流域跨区域协同反贫困的建议。
In the context of China＇s 2030 sustainable development agenda,taking downstream symbiosis, sustainable development and ecological civilization construction as the starting point, research on issues with respect to poverty alleviation and development of the Pearl River Basin, focusing on the construction of ecological civilization, ecological civilization construction achievements in the Pearl River upstream to the poverty-stricken areas in the Pearl River Delta, the Pearl River in the upper reaches of the meaning of poverty and poverty issues. From the development of the value of ecosystem services in the Pearl River upstream poverty assessment, establish a new mechanism of cooperation and winwin regional economic development and ecological protection in Pearl River Basin, three aspects to explore effective combination of market and policy in the model of poverty alleviation and development of the Pearl River Basin cross regional collaborative anti-poverty suggestion.
