Nordic Family Welfare Policy and Service System:Experience and Development

历经几十年的发展,北欧慷慨的家庭福利体系引起学术界的持续讨论,启发了世界其他国家的家庭政策设计。本文梳理了北欧家庭政策模式的发展、家庭政策的演变过程,提炼了其政策体系的四项基本原则,描述了影响最为久远的婚·姻政策、现金转移支付中的儿童补贴、工作福利中的双亲假以及公立儿童照料服务,并在此基础上归纳了其家庭福利的基本经验。面对全球化、经济危机等新挑战,笔者坚信北欧模式在性别平等、儿童权益最大化以及兼顾劳动力市场等目标上仍将产生积极的政策效果。

For decades, the generous and comprehensive family welfare regime in Nordic countries has not only been the central topic in academy, but also called a renewed consideration of the policy intervention Based on the Nordic family studies, this research combs the development of the Nordic welfare model, summarizes the evolution of family policy in the context of social changes, and refines four basic principles. Subsequently, encompassing with the most long lasting policies, including marriage targeting benefits, child allowance and Home Care Allowance, parental leave, and public childcare services, this paper concludes the basic experience of Nordic family welfare. Facing the new challenges of globalization and economic crisis, Nordic family model still leads to the positive policy outcomes, such as gender equality, best interest of children and boosting economy.
