Discussion on Governing Frontier Regions and Tibet by Law

建设法治边疆,是维护西藏地区社会稳定长效机制中的关键,依法治藏是最高决策层提出的要求,也是建设法治边疆不可或缺的重要一环。从国家的全局审时度势,我国的边疆治理战略要与时俱进,要选择符合边疆实际的方式,受诸多因素制约,但最根本的是从边疆问题本身的状况出发,依据特定的边疆问题及其特征,采取相应的治理方式,边疆治理才会奏效。对边疆问题的状况进行分析,提出治理方式的对策,对理性认识边疆治理问题具有决定性的意义。西藏在我国边疆治理中具有其特殊的内容和形式,进行法治建设,是维护西藏社会长期稳定和持续发展的关键和基础。

Governing frontier regions by law is the key to the long-term mechanism of maintaining social stability of Tibet, and governing Tibet by law is the request of the highest decision-making body, as well as an indispens- able part of the rule of frontier region by law. On the basis of China＇s overall situation, the frontier governance strategy should keep up with the changes and find a proper governance pattern according to the actual situation of frontier regions. Though there are many restriction factors, it will be effective to apply appropriate governance pattern after considering the specific problems and features of frontier regions. It is of crucial significance to ana- lyzing the situation of frontier regions and finding governance countermeasures. In China＇ s governance of fron- tier regions, Tibet has a specific status, and legal construction is the key and foundation to maintain long-term social stability and sustainable development of Tibet.
