摘要
在广大贫困地区,政府公共品供给长期呈现低水平发展状态,既缺乏内生效率,又不能实现贫困的精准治理。关注农村公共品供给效率,让广大贫困农民从中受益并依托公共品促进农民增收,是各级政府所面临的现实问题。文章利用14个连片特困地区的公共品供给数据,运用主成分因子分析法进行实证检验。发现:连片特困地区农村公共品总体供给不足,区域性差异较大;连片特困地区农村公共品供给存在结构性差异,生活性公共品供给大于生产性和服务性公共品供给。同时,文章提出加大公共品投资力度,加强区域协同公共品治理体系,优化公共品供给体系,完善公共品供给监督评价体系等,力图为连片特困地区精准扶贫研究发展积累证据,并为各级政府提供公共品供给的实践建议。
In many poverty-stricken areas, because of being lack of endogeny, the Government' s public goods supply of has been developed slowly there, which results in targeted poverty alleviation having not achieved there so far. Thus, a practical problem that all-level governments face is to improve public goods supply in rural areas so as to have more poor farmers benefit from it and increase their income. An empirical test has been done on the public goods supply data of 14 destitute regions by applying principal components and factors analysis method, and it is found that in these rural destitute regions public goods is in short supply generally, and the re- gional difference is great; there is structural differences in public goods supply in these rural destitute regions as living goods supply is more than productivity and service-related public goods supply. Therefore, this article pro- vides some practical suggestions: to increase investment in public goods; to enhance regional collaboration in public goods management system; to optimize public goods supply system; to improve supervision and evaluation system of public goods supply; to collect data for the research of developing targeted poverty alleviation; More- over, some suggestions are provided to the governments of all levels on public goods supply.
