民族特色产业政策视域下西藏扎囊县氆氇手工业发展路径研究

On the Development Path of Zhanang County's Pulu Textile Handcraft in Tibet from the Perspective of National Featured Industrial Policy

西藏扎囊县氆氇手工业具有悠久的发展历史,这种传统民族手工业在参与到现代经济的过程中逐步走向产业化。面对新时期的机遇与挑战,需要处理好传承保护与开发利用的辩证关系。文章基于实地调查资料,深入了解扎囊县氆氇手工业发展现状并分析存在的问题,认为制约其长期发展的瓶颈因素主要集中在资金力量薄弱、产业化程度低、产品质量参差不齐、工艺保护及产品创新均有待加强、品牌及知识产权意识淡薄、人力资源匮乏以及生态环境污染问题等,并提出相关对策,以期更好地发挥扎囊县氆氇手工业在保护与开发民族优秀传统文化与促进地区经济发展的作用。

Zhanang County＇s Pulu textile handcraft in Tibet has a long history. While the traditional national hand- icraft is gradually industrializing in the process of entering the modern economy, it needs to deal with the dialecti- cal relationship between protection and development properly to face opportunities and challenges in the new era. Based on field surveys, this article analyzes the development status and existing problems of Zhanang Coun- ty＇s Pulu textile handcraft, and points out that the problems like capital shortage, low level of industrialization, uneven quality, insufficient product protection and cultivation, weak brand consciousness, shortage of human re- sources and ecological environment pollution, etc. restrict the development of the national handcraft. Further- more, some corresponding countermeasures are put forward so as to have role in the protection and development of national traditional culture and development.
