精神卫生资源配置的空间均衡性及政府责任——兼论西藏地区精神卫生的特殊性

The Spatial Balance of the Allocation of Mental Health Resources and Government Responsibility——On the particularity of mental health in Tibet

统计数据显示我国精神卫生资源空间配置的均衡性和公平程度较差,尤以西藏地区的精神卫生资源配置需求最为迫切。经济因素、制度因素、地理因素是精神卫生资源空间配置均衡性的主要影响因素。精神卫生事业的特殊性决定了政府对其资源空间配置必须承担职责,提供全国一致的制度保障,执行政策必须落实到位,对精神卫生资源匮乏地区承担损益补偿责任,以促进精神卫生资源空间均衡配置。

Data show that the spatial allocation of mental health resources in China is unbalanced and unfair, Tibet＇ s demand for the resources is the most urgent. Economic factors, institutional factors and geographical and fae- tors are the main factors affecting the allocation of mental health resources. The specific characteristics of mental health services determine that the government must assume responsibility for the resources allocation, provide a consistent nationwide system guarantee in order to make sure policies being put in place, and assume the respon- sibility for compensating mental health resource-poor areas to achieve balanced special allocation of mental health resources.
