反思与展望:西藏高校毕业生就业政策改革十年 被引量:7

摘要 西藏是我国最后一个结束高校毕业生计划分配的省份。2006-2015年,就业政策改革10年,西藏高校毕业生年平均就业率维持在95%以上。文章分阶段梳理了十年来西藏高校毕业生就业政策改革的进程,分析了新型"政府主导、双向选择、自主择业"的就业政策所取得的成果,对社会转型期西藏高校就业政策改革过渡时间短、强政府就业扶持等因素对毕业生就业观、就业能力的不利影响等进行了反思。结论:政府应坚持市场化就业方向,提供更多的市场化就业岗位;高等教育质量提升仍然是增强毕业生就业能力、转变就业观念的首要任务,是实现毕业生参与市场竞争、走向内地就业的关键。 In 2006, Tibet became the last province to eliminate the allocation of college graduates" employment plans. From 2006 to 2015, in the ten years of the employment policy reform in Tibet, the average employment rate of college graduates is more than 95%. This article analyzes the effectiveness of the new employment policy, which is "government-led with two-way choices between employers and employees, and self-employment poli- cy", and also reflects the adverse effects of quick transformation and governmental employment support on the employment view of graduates and their employment capacity. This article suggests that the government should adhere to the market-oriented employment, and provide more market- oriented jobs. The improvement of the quality of higher education is still the key to enhance the employability of graduates and change their concept of employmem. It is also important that the graduates participate in market competition, and obtain employment in other provinces.
