西藏异地扶贫搬迁策略在农区的实践与牧区的困境

On Tibet's Relocation Strategy for the Poverty Alleviation and Development of the Agricultural Areas and Some Ideas for that of Pastoral Areas

党的十八大以来,为使扶贫开发工作的成效得到巩固和提高,西藏进一步明确了各级党委政府"一把手"的扶贫主体责任,建立和落实了扶贫管理体制、运行机制和财政专项扶贫资金,同时,西藏严格按照"六个精准"的要求,稳步实施了"五个一批"精准扶贫措施。其中,异地扶贫搬迁是实施精准扶贫策略的有效形式之一。文章以西藏异地扶贫搬迁策略实施为立足点,在分析和总结广大农区的实践与经验的同时,提出了西藏异地扶贫搬迁策略在牧区实施时面临的困境。

In order to consolidate and improve the effectiveness of poverty alleviation and development, since the 18th CPC National Congress, the government of Tibet Autonomous Region has further clarified the main responsibility of ＂the top leaders＂ of the party committees at all levels, and has established and implemented the manage- ment system and operation mechanism of poverty alleviation and special finance funds for poverty alleviation. Meanwhile, Tibet applies targeted poverty alleviation measures, among which, relocation is an effective way to achieve poverty alleviation. Based on the implementation of the strategy of relocation for poverty alleviation in Tibet, this article analyzes the practical experience in the agricultural areas, and presents some reflections on the problems existing in the relocation strategy implemented in the Tibetan pastoral areas.
