摘要
PPP模式是近年来被政府大力推广的新型发展模式。在城镇化进程中,宅基地使用权的退出缺乏资金支持推动的瓶颈显现,农民对宅基地退出积极性不高,在宅基地使用权退出领域引入PPP模式能为其提供充足的资金,为宅基地使用权退出提供动力。同时,引入PPP模式进行建设可以充分利用土地,增加农民收入,改善农民居住条件。政府应减少对下乡资本的不当干涉,完善其监管;修订《土地管理法》,破除城乡建设用地二元制度,推进PPP模式的法治化。
PPP is a new development model which has been vigorously promoted by the government in recent years. In the process of urbanization and the right to use house sites appeared out of the bottleneck of lack of financial support to promote the rural farmers out of enthusiasm is too low. In the field of out of right to use house sites can offer sufficient funds for the introduction of PPP mode, the exit for the Right to use house sites. Meanwhile, the introduction of PPP mode can make full use of land, increase farmers' income and improve the living conditions of farmers. The government should reduce the improper interference of the rural capital and improve its supervision. The Land Administration Law of the PRC was amended to break the dual system of urban and rural construction land and promote the rule of law in PPP mode.
