丝绸之路经济带核心区建设背景下的新疆环保投资研究

The Environmental Protection Investment under the Background of Construction of the Silk Road Economic Belt

丝绸之路经济带建设是我国的一项重大决策,为新疆经济发展带来了机遇,但脆弱的生态环境限制了经济的发展。环保投资对于经济发展与环境治理具有正向作用。在国家提出"绿色发展"战略下,新疆政府也积极响应,提出了"清洁新疆"的发展理念。新疆目前发展丝绸之路存在资金来源不足、环保投资资金投向不恰当、产业集聚导致环境承载力下降等问题。文章针对上述所提问题给出具体建议,利用新型融资工具解决资金短缺,调整环保投资分项比例,转变产业集聚模式。

The construction of the Silk Road Economic Belt is one of national significant strategies, bringing the opportuni- ties to the economic development of our country. But the fragile ecological environment seriously restricts the development of the regional effect maximization along the economic belt. Under the country coming up with the slogan ＂Green Development＂ ,the Xinjiang government actively response to the development concept of ＂Clean＂ in Xinjiang. Xinjiang has certain problems. Capital sources shortage,environmental protection investment is not good,and industrial concentration led to the decrease of the environmental bearing capacity. Based on the above issues give some suggestions, the use of new financing tool to solve the shortage of funds, adjust the item of environmental protection investment scale ,transform industrial agglomeration mode.
