摘要 出入境检验检疫部门正在大力推进的"同线同标同质"工程(简称"三同"工程)是深化质量兴国战略的重要举措。旨在运用出口食品备案监管的成功经验,落实国家供给侧结构性改革,通过"三同"产品的"鲇鱼效应",促进国内消费品标准和质量的全面提升,推动出口企业转型升级拓展国内市场,引导境外消费回流。目前,"三同"品牌作为政府主导、企业主体的一种中高端产品的社会品牌,正在逐渐被社会所认知和接受。本文尝试研究构建一套完善的"三同"品牌创建、推广及保护理论体系,进一步深化"三同"工程,提升"三同"品牌社会影响力,帮助企业解决自有品牌建设方面的问题,同时也为规范"三同"产品的监管提供一个有效的抓手。 The entry-exit inspection and quarantine departments is vigorously promoting the " the same line, the same standard, the same quality " project (referred to as the "TS" project) is an important measure to deepen the quality education strategy. The aim is to use the successful experience of export food registration regulation to carry out the national supply side structural reform, comprehensively promote domestic consumption standards and quality through the "TS" products of the "catfish effect", promote the transformation and upgrading of export enterprises to expand the domestic market, and guide consumption abroad return. At present, "a high-end products with the 'TS' brand" as government led, enterprise main social brand, is gradually perceived and accepted by society. This paper attempts to construct a set of perfect "TS" brand creation, promotion and protection of the theoretical system, to further deepen the "TS" project, enhance the "TS" brand of social influence, to help enterprises solve the problem of building its own brand, also provides an effective starting point for the specification of "TS" product supervision.
