广东与东盟“四位一体”科技合作模式研究——基于海上丝绸之路建设视阈

A Study on "Four-in-One" Mode of Science and Technology Cooperation between Guangdong and ASEAN——Based on the Construction of Maritime Silk Road

当前,国际科技合作进程迅猛推进,加强科技合作已成为区域提高自主能力和跨越式发展的重要途径。在海上丝绸之路战略推动下,广东省与沿线东盟国家的经贸交流方兴未艾,但双方科技合作却至今未受到应有的重视。广东现有的经贸合作成果、科技资源和科技互补性决定了广东—东盟科技合作很具必要性。由此,可构建集"广东—东盟科技合作平台、科技协同创新联盟、产学研合作价值链以及人才交流互联互通"四位一体的科技合作模式,从广度、深度、可持续度以及效果四个维度分析该模式运行的作用,从而打造广东省科技合作版的现代海上丝绸之路,助推海上丝绸之路的建设进程。

The increasing cooperation between international science and technology has become an important approach to improve the autonomy and leapfrog development in the local regions. Driven by the strategy of maritime Silk Road, the economic and trade exchanges between Guangdong Province and ASEAN countries is booming, however, the scientific and technological cooperation has been ignored. The scientific and technological cooperation of Guangdong - ASEAN is a must because of the existing economic and trade cooperation, resources and complementarity of science and technology. The author argues that it is quite necessary to build a ＂Four-in-One＂ of scientific and technological cooperation model including technology cooperation platform, science and technology collaborative innovation alliance, cooperation value chain and talent exchange interconnection in two areas. The paper analyzes the cooperation from the breadth, depth, sustainability and effectiveness of the cooperation to create a modem maritime silk road of science and technology cooperation in Guangdong.
