大庆市农业补贴政策效果分析

Analysis of Agricultural Subsidy Policy Effect in Daqing City

以石化工业城市大庆市为例,运用DEA模型将农业补贴作为投入指标,粮食单位面积产量和农民人均纯收入作为产出指标,对大庆市五区与四个县的农业补贴政策进行效率测评。结果表明,农业补贴政策的实施处于有效状态,而这种最佳状态使补贴处于瓶颈,要突破这种现象,寻找农业补贴发展的新方向,使农业走可持续发展的道路。

Taking Daqing,a petrochemical industry city,as an example,using agricultural subsidies as input indexes by DEA model, grain yield per unit area and net income of farmers per capita as output indexes,efficiency of the agricultural subsidy policy of five districts and four counties in Daqing city was evaluated.The results Showed that the implementation of agricultural subsidy policy was effective, and this best state made the subsidies in a bottleneck.New direction for development of agricultural subsidies must be found in order to break through the bottleneck phenomenon to go on a sustainable agricultural development road.
