我国煤炭去产能与转型升级的协同关系研究

Study on coordinated relationship between coal de-capacity and transformation upgrading in China

煤炭去产能与转型升级是煤炭行业深化供给侧结构性改革的两个重要方面,两者互为联系,互为促进,保持两者的协同发展对促进我国煤炭行业持续健康发展意义重大。同时,从系统协同理论出发,阐述了去产能与转型升级之间协同的辩证关系,并对我国目前有关煤炭去产能与转型升级政策与工作路径的协同性进行了分析,在政府和市场层面提出了若干促进我国煤炭行业去产能与产业升级的政策建议。

The coal de-capacity and transformation upgrading would be the two important aspects of the deep supply side structure reform in China coal industry. The two aspects would be mutually integrated and mutually promoted. To keep the coordinative development of the two aspects would have great significances to promote the sustainable and health development of China coal industry. Meanwhile, from the system coordination theory, the paper stated the coordinated dialectical relationship between the de-capacity and the transformation upgrading,analyzed the coordination between the related coal de-capacity and transformation upgrading policy and the working path and provided the several policy proposals to promote the China coal industry de-capacity and industry upgrading from the level of the government and market.
