System Construction of Anti-Japanese Base Areas

抗日战争时期,中国共产党领导的抗日根据地进行了一系列的制度建设,具体表现为:政治方面,参议会-政府-法院、边区政府-专署-县政府的制度架构和精兵简政,以及"三三制"、普选、竞选、"帮忙政府"的建设;经济方面,"减租减息,交租交息"的土地政策,"自己动手,丰衣足食"的号召和"发展经济,保障供给"的方针及其具体实施;文化方面,国防教育和新民主主义文化的指导方针,教育制度、文化制度和新闻出版制度的建设;社会方面,社会保障制度和医疗卫生制度的建设;党的建设方面,包括思想、组织、作风、制度、反腐倡廉建设等制度体系,从而形成了初步的配套制度体系,为抗日战争的胜利提供了坚实的基础和制度保障,也为后来的社会主义制度体系建设提供了启示意义和借鉴价值。

During the Anti-Japanese War,the Anti-Japanese base areas of CPC leadership conducted a series of institutional improvement：Politically,CPC made the Senate system architectures of＂CouncilGovernment-Court＂and ＂Border Area Government-Prefectural Commissioner＇s Office-County Government＂,and built＂three-three system＂,general election,campaign,＂help government＂;in the the economic aspect,CPC conducted the land policy of＂reduction rent and interest,pay rent and interest＂,appealed to people to develop by yourself for a better life and put forward the policy of＂developing economy and ensuring supply＂;culturally,guidelines for national defense education and the new democratic culture were introduced.Educational system,cultural system and news publishing system were constructed;socially,CPC drafted social security system and medical and health system;CPC reconsiders the construction of the party,including ideology,organization,style,system and anti-corruption system,thus forming apreliminary system.It provided solid guarantee and solid foundation for the victory of the war,the inspiration significance and reference value for the construction of socialist system later.
