中国农业利用国际金融组织贷款评价模式探析

Evaluation Mode of China's Agriculture Using International Financial Organization Loan

对中国农业利用国际金融组织贷款项目的贷款情况进行了论述分析,探析了国际金融组织农业贷款项目的评价模式,即因地制宜的评价指标框架、多方利益相关者参与的评价方式、明晰有效的多层次评价机制。然后总结了现阶段中国农业利用国际金融组织贷款存在的问题,并分别从农业项目监测评价机构独立、农业项目评价相关人才的培训、评价制度与评价指标体系急需完善、关注项目区周边农户的受益情况4个方面提出了对中国农业贷款项目评价的未来发展思路。最后,提出了中国农业外贷项目评价的发展设想。

The article discussed China＇s agriculture using international financial organizations loan projects, and analyzed the evaluation mode of agricultural loan projects of international financial organizations,namely including evaluation index framework for local conditions, evaluation method of multi-stakeholder participation, clear and effective multi-level evaluation mechanism. Then, the authors summarized the problems that agricultural loans of international financial organization existed in China, respectively from the independent agricultural project monitoring, training of related talents in agricultural projects, improving the evaluation system and evaluation index, paying attention to the benefit of the farmers around the project area, then proposed the future development ideas of the evaluation of agricultural loan projects in China. Finally, the developmental assumption of evaluation on foreign loan projects in China was put forward.
