中国扶贫路径及发展探析

Path and Development of Poverty Alleviation in China

通过对中国扶贫发展历程的分析,认为扶贫关键在于"扶"。扶贫要通过提高生产力要素数量与品质、改善生产关系才能完成,通过提高生产力实现脱贫目标才是符合经济规律的、切实可行的扶贫方式。贫困是一个相对的概念,扶贫也要随着经济、社会发展而采取不同的方式。中国扶贫工作已经发展到精准扶贫阶段,精准确认、精准帮扶、精准脱贫的思想理念已经贯穿于扶贫工作的各个环节。未来,扶贫工作应坚持精准培植扶贫生产力的发展道路,从致贫原因入手,通过建立科学、全面、开放的扶贫信息系统及控制机制,将各种扶贫资源有针对性地整合,形成适用不同情况的强大生产力,从而实现脱贫目标。

Based on the analysis of the process of poverty alleviation in China, the authors found that the key to poverty alleviation was ＂help＂. Poverty alleviation can be achieved by improving the quantity and quality of productive forces factors and improving the productive relationship. It is conforming to economic law and a practical way to shake off poverty alleviation by improving productivity. Poverty is a relative concept, and poverty alleviation should also take different ways with economic and social development. The poverty alleviation work in China has been developed to the stage of precise poverty alleviation, and the ideas of precise recognition, precise help, precise shake off poverty have been running through all aspects of poverty alleviation.In the future, the work of poverty alleviation should adhere to the development path of precision cultivation of the productive forces. We should start from the identification of the causes of poverty, and establish a scientific,comprehensive, open information system with control mechanism. Various kinds of poverty alleviation resources should be integrated to form the powerful productive forces with different circumstances to achieve the goal shaking off poverty.
