摘要
2014年以来,作为精准扶贫、精准脱贫基本方略的重要组成部分,电商扶贫取得迅猛发展,持续表现出对产业、市场、就业、流通等多方位的积极促进作用,同时也存在着地方政府与农村贫困户认知不同步、农产品上行渠道偏窄、基础设施建设滞后等突出问题。农村贫困户如何参与到电商扶贫中来将决定电商扶贫的最终成效,充分考虑不同地区经济条件差异,基于山东即墨市、四川稻城县与南部县的农户调研数据,实证研究农村地区贫困户参与电商扶贫的主要影响因素,并提出未来进一步推动电商扶贫、助力脱贫攻坚的发展思路。
Since 2014, as an important part of basic strategy of precise poverty alleviation and precisely shaking off poverty, the e-commerce for poverty alleviation has been developed dramatically, which showed multi-faceted positive promotion on the industry, market, employment, circulation and so on. While there were still many outstanding problems, such as the cognition was not synchronized between local government and rural poor households, the upstream channels of agricultural products were narrow and the infrastructure construction lagged behind. The ultimate effectiveness of e-commerce for poverty alleviation depended on the participation at the level of rural poor households. Based on the household survey data in Jimo city of Shandong province, Daocheng county and Nanbu county of Sichuan province, the paper took fully consideration on differences of economic conditions in different regions, empirically studied the main influencing factors of participation in e-commerce for poverty alleviation of rural poor households, and put forward the developmental ideas of further promoting the e-commerce for poverty alleviation and helping shaking off poverty firmly.
