摘要
文本分析是公共政策研究的重要方法。在筛选建立我国游戏产业政策文本数据库的基础上,从权威部门政策文本数量、文本主体、文本主题词与主体交互关系、文本文种、文本说明五个方面对我国游戏产业政策(1990年~2016年)进行量化统计,分析我国游戏产业政策在文本发布上具有高权威性、多权威性和相对集中性,在政策文本内容上体现一定的广泛性、约束规范与谨慎扶持的交织性,在文本发展过程上显示阶段性、渐进性和探索性,在文本发布数量上保持总体上升态势,在文本法律性质上呈现规范性文件多而法律法规少等特性。
Text analysis is an important method of public policy research. By sorting out text database of Chinese game industry policies, the article chooses these 5 aspect such as text numbers, text sub- ject, interrelationship between key words and subjects, text types and text illustration so as to con- duct a quantitative census of Chinese game industry policies (1990 to 2016). The analysis shows that Chinese game industry policies have the following features: high and wide authoritativeness and rela- tive concentricity in terms of text publication; periodicity, progressiveness and exploration in text de- velopment process; being on rise in the number of text publication; and regulatory policies being more than legislative policies in terms of legal nature of the texts.
