全面从严治党背景下高校践行党内监督执纪“四种形态”机制研究——基于中央巡视组对中管29所高校党委巡视反馈情况的分析

A Study of Mechanism of College's Implementation of “Four Forms” of Inner-Party upervision and Disciplines in the Context of Comprehensively Strengthening Party Discipline——Based on Analysis of Feedback of Inspection of 29 Universities Party Committees

中央巡视组对中管29所院校巡视反馈的情况表明当前高校监督执纪的突出问题主要集中在"两个责任"落实不到位或不力、纪检监察机关"三转"滞后或不到位和监督执纪问责宽松软等三个方面。高校三级监督制度不明、边界不清,高校纪委的主责主业意识不强,高校监督执纪的效果差是导致监督执纪存在问题的原因。新时代加强高校党内监督执纪必须要重视和科学运用"四种形态",需从思想认识——责任担当——方法措施上下功夫,在建立健全预防机制、夯实"两个责任"机制和严格制度执行机制这三个环节进行设计。

According to the feedback of inspection of 29 universities Party committees of the organizing depart- ments of the Central Committee of the Communist Party of China by central inspection team, indefinite supervision system in the university, weak main responsibility consciousness of the discipline inspection commission, poor ef- fect of supervision and disciplines execution contribute a lot to the existing problems of the supervision and disci- plines execution. In the new era, the four forms of supervision and disciplines should be emphasized and scientifi- cally implemented, efforts should be redoubled to ideological understanding, responsibility taking and methods and countermeasures.The precaution mechanism, ＂two responsibility＂ system, execution mechanism should be es- tablished and perfected.
