Power Conscience:Concept,Evolution and Realization

概念创新是中国政治学学术体系和话语体系构建的理论起点。权力良知存在现实样态,有其量的阈值,为公或权力的非异化是其质性规定。公权力主体关于权力良知的理念诉求有虚有实;一定时期的实际状况同现实社会生产方式、生活方式密切联系,也是历史经验与精神文化沉淀并内嵌于治理观念与政治制度的结果。马克思唯物史观、马斯洛的需求层次理论和加尔布雷思关于权力来源——人格、财产和组织——主导地位的更迭,都内蕴着行政权力良知实存形态的历史演进。人类政治思想史上的诸如仁政、行政道德等概念,一直遭遇现代制度理念的排斥。权力良知思想和理论框架可以推进制度理念与非制度理念在权力场域的汇聚、对话与相谐。人类主要从绝对善和相对善两种机制探索权力良知的发展与实现。

Conceptual innovation is the theoretical starting point of the construction of Chinese academic sys- tem of political science and discourse system. There is an actual state of power conscience, which has its amount of the threshold, and its qualitative provisions are for the public or power of non-alienation. There exist concreteness and abstractness in the subject of public power on the philosophical appeal of power conscience. The actual situa- tion in a certain period of time is closely linked with the real social production and life style, and it is also the result of the historical experience and precipitation of spiritual culture embedded in the concept of governance and political system. The historical evolution of the existence form of administrative power conscience is included in the changing dominant position of Marx＇s materialist conception of history, Maslow＇s theory of demand hierarchy, and Galbraith＇s historical evolution of the source of power --personality, property and organization. There are benevolent, adminis- trative ethics and other similar concepts in the history of human politieal thought, which have always been rejected by modern institutional concepts. The idea and theoretical framework of power conscience can promote the conver- gence, dialogue and harmony between institutional ideas and non-institutional ideas in power field. Human beings mainly explore the development and realization of power conscience by two mechanisms of absolute goodness and relative goodness.
