应急补偿机制缺失是制约我国府际应急协作良性发展的瓶颈。美国应急管理援助协议(EMAC)构建了完善的应急补偿机制,详细规定了援助州索偿的权利、请求州补偿的义务以及应急补偿的内容、标准、流程、期限等,充分调动了各州跨行政区域救援的积极性。美国应急补偿机制的成功运行为完善我国跨行政区域应急协作制度框架,构建重大突发事件跨域救援机制建设提供了重要参考。

Lack of emergency compensation mechanism is the bottleneck of restricting the benign development of our government＇s emergency coordination. American Emergency Management Assistance Compact （EMAC） con- structs the complete emergency assistance agreement compensation mechanism, detailed rules on the claim rights, compensation obligations of request states, and compensation of emergency content, standard, process, deadlines, etc. Thus the enthusiasm of the rescue states is aroused. The emergency management assistance compensation mechanism can consummate our country＇s system framework of administrative regional emergency cooperation, and can provide important reference for the cross-domain major incident rescue mechanism construction.
