全国省级疾病预防控制中心信息化建设现状分析

Analysis of Informatization in Provincial Centers for Disease Control and Prevention

目的了解2016年我国省级疾病预防控制中心信息化建设现状,分析省级疾控机构信息化进程中存在的问题,为进一步提高省级疾控机构信息化建设提供决策依据。方法根据2016年全国省级疾病预防控制中心规范化建设综合评价中省级疾控中心信息化建设评估量表指标进行分析。结果全国省级疾控中心信息化建设指标平均完成率70.21%,其中信息基础设施平均完成率82.15%,信息业务系统平均完成率52.09%,信息安全建设平均完成率71.19%,信息运维管理平均完成率76.59%,指导基层平均完成率70.21%。结论我国省级疾控机构网络与信息安全关键基础设施建设不足,各省间信息化水平存在较大差距,经济发展水平对疾控机构信息化水平有较大程度的影响。

Objective： To understand the informatization construction status quo of Provincial Centers for Disease Control and Prevention in 2016, this paper analyzed issues occurred during the course of informatization of PCDC, provided decision-making basis for further improving informatization construction of PCDC. Methods： Analysis was made based on PCDC informatization construction evaluation scales and indicators in nationwide PCDC standardized construction comprehensive assessment indicators. Results： The completion rate of informatization construction of all PCDCs was 70.21%, in which completion rate of information infrastructure, information business systems, information security construction, information operation and maintenance management and primary guidance was 82.15%, 52.09%, 71.19%, 76.59% and 70.21%. Conclusions： The key infrastructure of network and information security was insufficient in PCDCs. Large gaps in informatization levels existed across different provinces. The economic development had influenced informatization levels to a great extent.
