西北地区农民合作社与政府合作治理路径研究

The Research on Cooperative Governance Path between Farmers' Cooperatives and Governments in Northwest China

理论界对农民合作社赋予经济性、发展性功能,但对其在社会治理中整合农民参与地方事务的发展路径和效果方面的研究很少。根据对甘肃、陕西等地合作社与政府合作治理的实地调研,对调研资料进行认真梳理,能够看到合作社与地方政府合作治理农村经济社会是一个急迫的实际问题和重大理论问题,基于三极治理角度提出农村公共事务和发展社会经济事业的途径是构建合作社内生秩序,强化自身治理;重塑治理结构——由"蛛网状"到"蜂巢状";设计新的决策机制:由顶层治理到自组织治理。

The farmers＇ cooperatives are given economic and developmental function in theoretical circles, but little research has been done on their development path and effect in the process of social governance integrating peasants＇ participation in local affairs. Through the field research on the cooperation between the cooperatives and the government in Gansu and Shaanxi, we have carefully sorted out the research data, and seen that the cooperative gov- ernance of rural economy and society with local government is an urgent practical problem and important theoretical problem. Therefore, we propose the way of rural public affairs and the development of social economy from the per- spective of the three - pole governance,which is to construct the endogenous order of cooperatives, strengthen their own governance ,reshape the governance structure--from ＂spider＂ to ＂honeycomb＂, and design a new decision - making mechanism：from top -level governance to self - organization governance.
