精神扶贫:精准扶贫的内生性动力

Spiritual Assistance:the Endogenous Dynamic of Targeted Poverty Alleviation

党和政府十分重视我国的贫困问题,并在30多年来的探索中取得了举世瞩目的成就,但也出现了脱贫质量不高、帮扶工作不实等现实性问题。贫穷似乎成了社会顽疾,究其原因以往注重物质扶贫,而缺乏精神扶贫。常言道:"贫穷莫过于心穷","心穷"和"贫穷"相互影响,对贫困人口开展精神扶贫,使其摆脱"心穷",才能最终走出贫穷。为此,一方面,应使贫困人口树立脱贫信心,激发其脱贫的内生性动力;另一方面,加强扶贫干部队伍思想建设,发挥基层扶贫干部在精准扶贫工作中的组织和引领作用。

The Communist Party of China and our government attach great importance to the problem of poverty in our country and have made remarkable achievements in the exploration over 30 years. However, there have also emerged such problems as the poor quality of poverty alleviation and unreal work. Poverty seems to be a stubborn social illness. We must investigate its reason that we had paid attention to material poverty alleviation and ignored spir- itual assistance. As the saying goes ： ＂poverty is nothing more than poverty from deep soul＂. ＂ Poverty from deep soul＂ and ＂poverty＂ influence each other. Poverty alleviation will be carried out with the spiritual assistance, and poverty population can finally break away from poverty. Therefore, measures should be taken for poverty population to set up confidence of breaking away from poverty and stimulate their endogenous dynamic. On the other hand, we should strengthen the ideological construction of the poverty - alleviation cadres and give full play to the organization and guidance of grassroots anti - poverty cadres in the work of targeted poverty alleviation.
