互联网群组的交流特性及其信息安全管理研究

Study on Communication Characteristics of Online Group and the Information Security Management

互联网群组空间是网络空间中的一个特殊形态,具有私密性、封闭性与信息外溢的公共性三者并存的空间特性,其空间交流文化具有显著的次生口语文化特征。文章基于此客观评析了《互联网群组信息服务管理规定》,指出《规定》基于互联网群组的交流属性确立了群组自律为基本导向,道德与法规规制并用的群组空间信息安全的管理模式,也有部分条文表述含糊,有待在实践中不断细化的问题。

The online group, a special form of cyberspace, has three spatical characteristics as privacy, clo- sure and information spillovers＇publicity. Besides, the online group＇s communication culture is featured by the secondary oral culture. This thesis mainly discusses the administration provisions of online group, points out that this provision derives from the online group＇s communication attribute, orients toward the cyber group＇s？ self--discipline, and forms an？ information security management model over morality and regulation. In addi- tion, this thesis finds out some ambiguities lie in this provision, which still need to be detailed in practice.
