在全面建成小康社会的目标实现过程中,实现贫困群体进入小康是其中的关键环节。精准扶贫思想是当前和今后一个时期贫困治理的重要指导思想,是中国特色社会主义本质要求的具体体现。在精准扶贫过程中,需要深入理解精准扶贫思想的科学内涵,以有利于贫困地区生产力的发展、有利于地区文化传承、有利于贫困个体发展能力提升为原则,不断深入推进精准扶贫工作。从提高生产力发展水平出发,为精准扶贫提供坚实的物质基础;从继承传统文化出发,为精准扶贫找准实现路径;从提升个人发展能力出发,为精准扶贫提供可持续性保障。

In the process of achieving the goal of building a moderately prosperous society in all respects for a new era,its key to enable the poor to live a well-off life. The thought of targeted poverty alleviation is an important guideline of poverty management in the current and future period and the concrete embodiment of essence of socialism with Chinese characteristics. In the process of targeted poverty alleviation,we need to understand the scientific connotation of the targeted poverty alleviation thought thoroughly to be conducive to the improvement of productivity in poor areas,to the inheritance of local cultures,to the development of poor individuals,and to constantly advance intensive effort of targeted poverty alleviation. We need to provide the solid material basis for targeted poverty alleviation from the aspect of productivity improvement; to identify the practical path for targeted poverty alleviation from the aspect of culture inheritance; and to provide sustainable guarantee for targeted poverty alleviation from the aspect of individual development.
