高等教育领域群体决策模式及其改良——以首届中国“互联网+”大学生创新大赛的相关决策为例

The Group Decision-making Model and Its Improvement in the Field of Higher Education:Case Study of the Relevant Decision in the First Session of “Internet Plus” Chinese College Students' Innovation and Entrepreneurship Competition

在依法治教和教育民主化的背景下,我国高教领域决策的社会参与越来越广泛,以知识精英为主体的专家群体决策活动对政策的制定日益发挥重要作用。本研究以首届中国"互联网+"大学生创新创业大赛的相关决策为案例,将其涉及的群体决策模式与专家咨询法进行比较,对其科学性和合理性进行分析,进而提出改良模式,并针对人为因素和经验的不确定性提出相关建议。

Under the background of managing education according to law and democratization of education social participation in decision-making in the field of higher education is becoming more and more extensive.Especially,the expert group decision-making activities consisted of an intellectual elite play an important role in policy making.Based on the relevant decision in the First session of＂Internet plus＂Chinese college students＇ Innovation and Entrepreneurship Competition,the paper compares the group decision-making model of this competition and Delphi method,analyzes its scientific appropriateness and rationality.It proposes an improved model and puts forward relevant suggestions in the light of human factors and experience uncertainty.
