专业学位研究生教育作为研究生教育的重要组成部分,承担着培养适应经济社会发展需要的高层次应用型专门人才的重任。新建本科高校专业学位点建设的逻辑起点,从根本上来说是受高深知识学术性与应用性的特征驱动,受区域经济社会的发展需求驱动。从高深知识的特性出发,构建学术型大学和应用型大学两大高等教育系统,明确应用导向是应用型大学人才培养的本质属性,专业学位研究生教育是国际研究生教育的主体,在应用转型和全国第四轮学科评估的双重背景下,新建本科高校理应成为专业学位研究生教育的强大生力军。当下,新建本科高校应积极利用自身优势,从转变学校领导教育观念、注重优势学科和特色专业培育、加强"双师双能"师资队伍建设、开展服务地方发展的应用科学研究、积极开展产学研合作和校企合作等方面多管齐下,分步实施,稳步推进专业学位点建设,逐渐构筑起科学合理的应用型人才培养体系,在建设世界一流应用学科和应用专业方面有所建树。

As an important part of graduate education,the professional master degree education undertakes the task of cultivating high-level applied talents who meet the needs of economic and social development.Fundamentally,the logical point of the construction of professional academic degree program in newly-built universities is driven by the technicality and applicability of advanced knowledge,and is driven by the demand of regional economic and social development.On the basis of the characteristics of advanced knowledge,academic-oriented and application-oriented education systems should be build.Application is the essential attributes of application-oriented education system;the professional master degree education is a subject of international graduate education.Under the background of the application transformation and the fourth round of China Discipline Ranking,the newly-built universities should become a strong force to develop the professional academic degree program.At present,the newly-built universities had better actively make use of their own advantages,take multiple strategies to advance steadily the construction of professional academic degree program,so as to build the applied talents training system and have achievements in world-class application disciplines and worldclass professional application.The strategies the universities can take include：to change the educational concept of school leaders;to focus on the cultivation of preponderant discipline and featured specialty;to strengthen the construction of instructor-engineer teaming staff;to carry out the applied science research in the service of the local development;and enhance the industry-university-research cooperation.
