我国少数民族地区体育公共服务供给困境与对策

Plight and Countermeasures of the Supply of Sports Public Service in Minority Areas of China

采用文献资料等研究方法对我国少数民族地区体育公共服务供给困境及对策进行分析,旨在为我国少数民族地区体育公共服务的可持续发展提供思路。研究认为:我国少数民族地区体育公共服务供给的困境包括少数民族地区地域广阔,自然环境相对恶劣、少数民族地区经济相对落后,发展缓慢、少数民族地区政治环境相对复杂、少数民族地区地方政府民族特性浓厚、少数民族地区社会结构比较复杂、居民主体意识比较淡薄、少数民族地区呈现大杂居、小聚居的特点。面对这些困境,我们要转变政府职能,强化少数民族地区政府体育公共服务意识、提升少数民族地区体育公共服务供给能力、加大对少数民族地区的财政转移支付力度、加大民族传统体育的传承和开发、加大少数民族地区体育公共服务公民参与制度和渠道的力度、创新民族地区体育公共服务供给模式等。

This study analyzed the plight and countermeasures of the supply of sports public service in minority areas of China by the method of literature review,aimed to provide ideas for the sustainable development of sports public service in minority areas of China.Conclusions：The plight of the supply of sports public service in minority areas of China includes that the minority areas have vast territory,the natural environment is relatively poor and the economy is relatively backward with slow development,the political environment is relatively complex,the ethnic characteristics of local governments in minority areas are strong,the social structure of minority areas is rather complex,and the residents＇ subjective consciousness is relatively weak,minority areas are characterized by big mixed and small settlements.In the face of these difficulties,we should transform the functions of government,strengthen the public service consciousness of the government in minority areas,improve the supply capacity of sports public service in minority areas,increase inheritance and development of traditional national sports,strengthen the system and channel of citizen participation in sports public service in minority areas,and innovate sports public service supply mode in minority areas.
