摘要
面临严峻的环境安全形势,基于ArcGIS Server,构建一张图"环境应急"体系"一机制、一张网、一中心、一平台、一张图"五个一模式,并从风险控制、应急准备、应急处置、事后恢复等全过程对一张图"环境应急"体系的功能设计和实现进行详细阐述。
As faced serious situation of environmental security,we build a map ＂environmental emergency＂ system based on ArcGIS Server,with ＂one mechanism,one net,one center,one platform,one map＂ five model.Furthermore,the paper expounded in details for the function of a map designing and implementation of ＂environmental emergency＂ system on account of risk control,emergency preparedness,emergency disposal process and recovery etc.
