“为增长而竞争”与“为创新而竞争”——财政分权对技术创新影响的一种新解释

Competition for Growth and Competition for Innovation——A New Explanation for the Impact of Fiscal Decentralization on Technique Innovation

本文剖析了财政分权体制下地方政府"为增长而竞争"和"为创新而竞争"的形成机制及其影响技术创新的内在机理。基于中国分省区面板数据,实证考察了财政分权,以及这一体制下地方政府"为增长而竞争"和"为创新而竞争"对技术创新的影响效应。研究发现,考察期内,财政分权体制促进了技术创新活动的开展及其效率提升,地方政府之间"为增长而竞争"的影响效应是不显著的,而"为创新而竞争"能够刺激地方政府的技术投入,进而对技术创新活动产生促进作用。稳健性检验支持了以上研究结论。文章研究为完善中国财政政策、优化地方政府之间关系,进而推动创新型国家建设提供启示。

This paper expounds the formation of local governments＇ competition for growth and competition for innovation, and the internal mechanism of their impact on technique innovation under the fiscal decentralization. Using the panel data of China＇s 30 provinces during 2000-2013, this paper examines the impact of fiscal decentralization, as well as the local governments＇ competiton for growth and competiton for innovation on the technique innovation empirically. According to the study, fiscal decentralization promotes the development of technique innovation activities and improves its efficiency during the study period. And the effect of competition for growth on technique innovation efficiency is not significant, but competition for innovation can stimulate local governments＇ technical input, and promote technique innovation activities. This paper provides beneficial references for improving China＇s fiscal policy, optimizing the relationship between local governments, and building an innovative nation.
