A Literature Review on the Studies of Using Industries to Take the Place of Disaster Relief——Based on the Studies After the Founding of the People's Republic of China

改革开放以来,政府通过以工代赈的方式对民众生活、基础设施建设投入了巨大的人力、物力和财力,也给经济带来了活力。中华人民共和国成立以后,以工代赈问题以20世纪80年代为界,有了根本上的内涵变化,前一阶段的以工代赈,主要以赈灾为核心目的;后一阶段,则以扶贫开发为主要目标。学界也随着以工代赈的这种变化,对以工代赈问题给予不同的视角关注。

Since the practice of Reform and Opening-up policy, the government has invested a huge amount of manpower,materials and fund for the promotion of people＇s life and infra. structure construction. After the founding of People＇s Republic of China, the practice of using industries to the take the place of disaster relief changed in the 1980s connotationally. Before this time, the core purpose was disaster relief and after this time the main aim is poverty relief and development. The research attention has been switched along with this change.
