失海渔民的生计资本演变研究——基于DFID的可持续生计研究框架

The study on livelihoods capital evolution of sea-lost fishermen: based on sustainable livelihoods framework of DFID

近年海洋经济迅速发展,众多渔民因沿海经济开发支持国家经济建设而失去赖以生存的海域,做出重大牺牲,成为"失海渔民",其生计水平受到严重破坏。论文基于英国海外发展部(DFID)提出的可持续生计分析斱法,以个体渔民的自然、物质、金融、人力和社会资本五项生计资本为研究核心,从失海渔民的生计资本系统外部和内部两个视角分析失海渔民生计资本的发展演变,包括不同渔业发展时期的渔民生计资本宏观演变和失海前、失海后个体渔民生计资本的微观演变。在理论研究基础上,基于实证数据进行计量分析的范式下得出失海渔民的生计资本演变觃律,以期为失海渔民问题的解决提供决策参考。

This paper, based on the sustainable livelihood analysis framework proposed by Britain＇s overseas development（DFID）, with individual fishermen＇s nature, material, financial, human and social capital as the research core, makes analysis on livelihood capital evolution of sea-lost fishermen from external and internal two perspective of fishermen＇s livelihoods capital system, including fishermen＇s livelihoods capital macro evolution in different fis heries development period and microstructure livelihood capital evolution of fishermen before and after sea loss. On the combination of theory and practice research paradigm, the livelihood capital evolution law for sea loss is searched for sea-lost fishermen, in order to provide decision reference for sea loss problem.
