摘要
我国食品安全政策演进可分为四个阶段,其变迁特征表现为从农民的实践总结向政府的推动升华转变,从侧重食品数量增加向高产优质并重、确保质量安全转变,从供给导向到需求导向进而向供给侧结构性改革转变,从高消耗、高污染掠夺式生产向优质、安全、绿色可持续发展转变,从多部门传统监管向食品安全现代治理转变,从侧重粮食安全战略向全面实施食品安全战略转变。解决好食品安全问题的中国经验可归纳为:坚持解放和发展生产力,坚持吃饭始终是第一位的大事,坚持把好从农田到餐桌的每一道防线,坚持人民政府保障食品安全的主体作用,坚持立足国情构建食品安全治理体系。
The evolution of China's food safety policy is divided into four stages, The characteristics of food security policy are reflected in the transform from the farmers' practice summary to the promotion of the government, from the emphasis on increasing the quantity of food to the high yield and quality, and to ensure the quality and safety, from supply-oriented to demand-oriented and then to the structural reform of the supply side, from high consumption and high pollution predatory production to sustainable development of high quality, safety and green, from the traditional supervision of multiple departments to the modern governance, from the strategy of grain security to the overall implementation of the food safety strategy. China's experience in solving the problem of food safety can be summed up persisting emancipation and the development of the productive forces, insisting in taking food as the first event, keeping every line of defense from farmland to table, supervising the main role of the people's government to ensure the safety of food, and building a food safety management system based on national conditions.
