摘要
在农民增收需求迫切和城市建设用地紧张的双重压力下,各改革试验区结合自身实际情况,初步探索形成了多样化的存量盘查、入市交易以及收益分配方式。但是,当前改革依然面临着集体增收与土地财政矛盾、村庄规划缺失、集体间存量失衡、与征收相比收益差距大以及收益分配不可持续等问题。未来改革中应进一步明确集体经营性建设用地概念范围,建立新型的建设用地指标管理体系,放松入市用途管制,完善入市土地的权能,确立差异化调节金征收标准,同时推动集体经济组织发展,保障农村集体经营性建设用地入市改革的顺利进行。
Under the dual pressure of urgent demand for farmers to increase their incomes and the shortage of urban lands used for building, the experiment plots of reforming combined with their own actual situation, initially explored and formed diversified stock inventory, market entry and type of income distribution. However, the current reform is still facing such problems as conflicts between collective income increase and land finance, lack of village planning, imbalance of collective stocks, large income gap compared with levy, and unsustainable distribution of income distribution. In the future, we could further clarify the concept of the collectively operating land used for building, establish a new management system for the index of land used for building, relax the control of use of the market- entering land, improve the powers and fuctions of the market-entering land, establish the levy standards of differentiated adjustment payment, promote the development of the collective economic organization, guarantee market-entering reform smoothly for the collectively operating land used for building.
