1978年以来,我国按"三步走"战略的部署先后推行了其第一步分战略——"温饱"战略、第二步分战略——"总体小康"战略和第三步分战略的第一阶段——"全面小康"战略。这三个分战略的实施分别经历了若干阶段,形成了风格各异的内涵和特点。在"全面小康"即将收官、现代化与民族复兴"中国梦"的新征程即将开启,中国特色社会主义进入新时代的新形势下,以"三步走"战略为视角,系统回顾和总结1978年以来我国在经济发展战略实施中的利弊得失,具有不言而喻的意义和价值。
