The Equalization of Basic Public Services in China:Connotation, Difficulties and Countermeasures

受城乡二元结构的体制壁垒影响,我国基本公共服务存在规模不足、质量不高、非均等发展的问题。文章提出实现基本公共服务均等化的建议:转变执政理念,构建"公共服务型"政府;完善与基本公共服务均等化相匹配的财税体制改革;完善基本公共服务均等化的转移支付制度;建立基本公共服务均等化的约束、激励和监管机制。

It is of great practical significance to promote the equalization of basic public services for the integration of urban and rural areas and for the realization of a well-off society in an all-round way. However, influenced by the institutional barrier of the dual structure of urban and rural areas, there exist the problems of insufficient scale, low quality and unequal development in the basic public service in our country. Therefore, on the basis of explaining the connotation and theory of the equalization of basic public services, this paper discusses the related problems and causes in depth, finally, this paper comes up with the ideas and countermeasures for realizing the equalization of basic public services.
