基于PPP模式推动生态产品供给侧改革

Promoting the supply side reform of ecological products based on PPP model

生态产品的短缺已经成为制约我国经济社会发展的最大瓶颈,因此改变传统完全依赖政府的供给模式迫在眉睫,探索建立基于PPP模式的生态产品供给机制,推动生态产品供给侧改革,为经济建设和人民生活提供高质高效的生态产品具有重要意义。文中阐述我国目前生态产品供给侧改革的必要性与可行性的基础上,分析PPP模式对于生态产品供给的适应性及收益,并提出构建基于PPP模式的生态产品供给机制的政策建议。

The shortage of ecological products has become the biggest bottleneck restricting China＇ s economic and social development. Therefore, it is urgent to change the supply model relying on the government. To ex- plore the establishment of PPP - based ecological products supply mechanism, the supply - side structural reform should be promoted. And it is of the great significance for providing high quality and efficient ecological products for economic construction and people＇s life. On the basis of the necessity and feasibility of the ecological products supply in China, we analyzed the adaptability and benefit of PPP mode, and proposed the construction of multi - dimensional PPP- based eco- product supply mechanism.
