论NVC视角下的劳动密集型产业集群升级——以浙江濮院羊毛衫产业为例

A study of labor-intensive industry clusters upgrading under the perspective of national value chains:A case study of Zhejiang Puyuan sweater industry cluster

劳动密集型产业集群曾对我国沿海地区经济增长有重要贡献,在新形势下正经历严峻的挑战。在推动供给侧结构性改革背景下,用新的视角考察劳动密集型产业集群的升级问题具有重要现实意义。本文构建了劳动密集型产业集群先进企业NVC升级能力成长模型,并以浙江濮院羊毛衫产业为研究对象进行实证分析。研究表明,劳动密集型产业集群能够依托国内市场实现功能升级并主导NVC治理;专业市场升级扩展集群企业群链范围及提升其价值链治理能力;地方政府通过嵌入价值链支持系统模块降低集群企业构建NVC的门槛。最后,本文还提出了政策启示。

Having greatly contributed to the economic growth of China＇s coastal areas,the labor-intensive industry clusters are undergoing severe challenges and thus it is of great practical significance to study its upgrading under the background of supply-side structural reform. Taking Zhejiang Puyuan Sweater Industry Cluster as an example,this paper constructs a NVC upgrading ability growing model for advanced enterprises within labor-intensive industry clusters. The study shows that labor-intensive industry clusters can achieve its functional upgrading on the basis of domestic markets and lead NVC governance,and the specialized markets＇ upgrading can extend the enterprises＇ chain and enhance the value-chain governance ability,too. In the meanwhile,the local government can lower enterprises＇ threshold of building NVC by inserting value-chain support system. Some policy implications are suggested accordingly.
